The Independent Evaluation Group (IEG) of the World Bank Group (WBG) engaged Aleph Strategies to undertake a high-level final evaluation of Centers for Learning on Evaluation and Results (CLEAR) programme – a global development programme supported by IEG through a multi-donor fund.  CLEAR programme aimed at improving M&E capacity in developing countries – through six different Regional Centers – by providing the tools, resources and opportunities required to improve the evidence base for decision-making at the regional level.  

 

Aleph conducted a wide range of in-depth qualitative stakeholder interviews and workshops at Strategic, Hub and donor levels, extensive literature review, quantitative analysis of monitoring data and strategic client case studies. To conduct maturity assessments for each Regional Center, Aleph developed and employed a bespoke Maturity Index tool which helped assess the extent to which the Regional Centers have become ‘respected and influential providers and conveners for evaluation capacity development’.
