The Tony Blair Institute for Global Change commissioned Aleph Strategies to design a MEL framework for a new Tech4Dev programme. Spanning TBI’s global operations, the new programme required a creative reporting and impact measurement system to capture a diverse range of e-government services in low-income countries. Aleph conducted a large number of qualitative interviews, workshops and consultations with TBI staff to ensure that the new framework was aligned to institutional reporting policies, practices and capacity.
