Aleph Strategies conducted a final evaluation of the Adaptive, Risk-Based Approaches to Anti-Corruption in COVID-19 Responses (ARBAC-19) programme for Transparency International. The initiative aimed to reduce corruption risks in public procurement during the pandemic, with activities spanning 11 countries. The evaluation found that while the programme was highly relevant and contributed to some anti-corruption reforms, weaknesses in monitoring, evaluation, and learning (MEL) frameworks limited its impact. Recommendations included strengthening MEL planning, improving emergency response strategies, and enhancing public spending transparency training.
