Aleph conducted a feasibility assessment for cultural programming in Afghanistan under Taliban rule. At a time when Afghanistan grows increasingly isolated from the international community, cultural projects provide one of the few areas of shared interest. Drawing on first hand implementation experience in Afghanistan, and a broad range of qualitative interviews with cultural experts, practitioners, academics and long-term observers, we compiled an up-to-date account of the Taliban’s attitudes towards cultural heritage, and the feasibility of delivering cultural projects.
