Aleph evaluated the Tech for Development programme, implemented by the Tony Blair Institute (TBI) in partnership with Oracle and the Larry Ellison Foundation. The programme sought to support government leaders in leveraging technology for national development. The evaluation found that while TBI’s approach helped integrate technology across sectors, challenges remained in defining its core offer, balancing policy with implementation, and managing government relations. Recommendations included clarifying TBI’s tech strategy, strengthening inter-country learning, and refining its role as a neutral broker in tech partnerships.
