The Adaptive, Risk-Based Approaches to Anti-Corruption in Covid-19 Responses (ARBAC-19) programme, led by Transparency International – Secretariat (TI-S), was implemented in 11 countries through its national chapters/partners for a 24-month duration. The programme was funded by the US State Department Bureau of Democracy, Human Rights and Labor (DRL) and developed in recognition of the potential for corruption risks in public procurement during the COVID-19 pandemic.

 

Aleph was engaged by TI-S to conduct a final evaluation of the programme. To conduct this evaluation, Aleph undertook a literature review of ARBAC-19 materials, conducted interviews with TI-S staff, country-level staff, DRL representative, and external stakeholders, compiled two country-level case studies, and facilitated workshops for validation and lesson learning for future programming.
