Aleph conducted a Mid-Term Review of the Multi Partner Fund for Somalia (MPF). The Review covered the Fund’s:

  • Track record of delivery against development objectives;

  • Effectiveness and efficiency of management and governance; and

  • Relevance of its design in a changing operational and donor context.

We conducted fieldwork in Nairobi, Mogadishu and Puntland. An extensive literature of programme reporting and monitoring data was also conducted. Using the Aleph Impact Index, we provided a detailed assessment of fund performance, including a suite of actionable recommendations for strengthening fund management.
